The picture shows a posed photograph on the occasion of the opening of the third Ipoh Court House in 1928.
The ceremony was conducted by the British Resident of Perak, Mr H W Thomson (Henry Wagstaffe Thomson), centre front on the picture. Also in the front row (left to right) are H C Johnson, J Clark, S Seenivasagam (slightly behind the Resident’s right), Mr Justice W H Thorne, the Raja Muda (later Sultan) Raja Sir Abdul Aziz and J H Dickson, District Officer Kinta.
