Dato Peh Seng Koon, a Hokkien, was born in China in 1900. He migrated to Singapore, and joined Yik Chan Singapore Ltd, as a clerk. For his hardworking performance, he was then transferred to Seremban, and later promoted as the Branch Manager in Kuala Lumpur before becoming the General Manager in Ipoh. He started the Hin Sing Rubber in 1934, and then the Nam Seng Cheong Ltd. In 1945, he started the Hin Yoke Rubber Co. with Dato Hui Kim Leong, and became a leader in the rubber industry. Then he entered into insurance and trading businesses with Mr. Tan Lark Sye and General Lee Liang Yang (an ex-Kuomintang general from Fujian province). He was one of the founders of the Tasek Cement Bhd in Ipoh.

Dato Peh Seng Khoon was one of the founder members of the Malayan Chinese Association (MCA) in 1949, serving the MCA for 30 years and was once a Director on its Board. Besides that, he was the Perak MCA Chairman and a Central Committee Member. He was also a well-known philanthropist, being the President of Poi Lam High School, Deputy Chairman of the Yuk Choy High School and the Perak Girls High School, forming the Society for Poetry Appreciation.

In addition, he was the President of the Perak Chinese Maternity Hospital (1971-1974), President of the Perak Chinese Assembly Hall, the Perak Chinese Chamber of Commerce, the Perak Welfare Society and the Perak Rubber Association. As the pre-war President of the Perak Hokkien Association, he restarted it in 1945, to initiate various programmes to improve the welfare of Hokkien community in the country and supported some community projects in Fujian province of China, such as road and bridge building. He was appointed Justice of Peace in 1956 and also awarded the DPMP by Sultan Yusuf Izzudin Shah of Perak. Then, he was awarded the KMN by the Yang Dipertuan Agong in 1970. He passed away on 24 April 1978.
