The photograph shows a patrol of the Police Orang Asli (the Aborigines) at Fort Kemar, Upper Perak. They are being briefed on a forthcoming operation.

The aim of the jungle forts was to win over the Orang Asli to the government side in the Mayan Emergency, thus depriving the communist terrorists of their support, particularly food.

In the picture it can be seen that although at first sight they are a uniformed patrol, they were allowed to dress as they preferred. Note particularly the bare feet which many of them found more comfortable than the government issue boots.
