The council consisted of Sultan Idris Murshidul'adzam Shah (President), Mr E W Birch (British Resident), Raja Chulan, Raja Shahbandar Muda Wan Muhammad Saleh, Mr R J Wilkinson (Resident's Secretary), Mr C W H Cochrane (Resident's Asst Secretary), Towkay Foo Choo Choon, Towkay Leong Fee, Towkay Chung Thye Phin and Towkay Heah Swee Lee.
